The tour is done with the aid of a digital wand. This bunker was the London Bunker and was somewhere the government would have come in the event of a nuclear war, even perhaps the Prime Minister where they would have allocated surviving resouces to those that had survived outside. See the spartan work conditions that the occupants would have had to endure in the event of nuke war from the long entrance tunnel, the life support systems, offices and sleeping arrangements.
